A consumer from Parsa won the Rs 1 million bumper reward in the fortnightly Taxpayer Incentive Gift Programme after uploading a receipt for an oil purchase.

A buyer from Parsa district secured the Rs 1 million bumper prize in the government's taxpayer incentive lottery after purchasing lubricating oil worth Rs 21,000, officials announced on Friday.
Lalbabu Sah Kanu won the top reward for the first fortnight of the Nepali month of Asoj under the Taxpayer Incentive Gift Programme, Onlinekhabar reported. The draw, covering transactions completed between Asoj 1 and 15, was unveiled during an event held at the Ministry of Finance hall in Kathmandu.
According to Nagarik News, the scheme was first unveiled in the federal budget for the fiscal year 2083/84 to encourage consumers to obtain authentic purchase bills and to push businesses into issuing fiscal receipts. The announcement ceremony was conducted jointly by Sumnima Udas, chairperson of the House of Representatives International Relations and Tourism Committee, alongside lawmakers Ganesh Karki and Santosh Rajbanshi, Onlinekhabar reported.
Following the draw, Inland Revenue Department (IRD) Director General Dr. Bhishma Kumar Bhusal contacted Kanu directly by phone to congratulate him and instructed him to visit his nearest tax office to claim the cash prize, according to the finance minister's secretariat.
More than 31.81 million transactions qualified for the fortnightly draw, IRD figures cited by Onlinekhabar show. Of the total 31,818,286 eligible transactions, the vast majority—31,570,307—were processed automatically through digital payments and debit or credit cards. Cash transactions accounted for 247,979 entries where shoppers had manually registered their physical purchase receipts.
Ahead of the draw, tax authorities had made an appeal to consumers who paid in cash to register their invoice details on the portal prize.ird.gov.np by Thursday, Asoj 15, in order to generate valid lottery coupons, Newspolar and Onlinekhabar both reported. The tax office reiterated that acquiring a formal invoice is mandatory for shoppers seeking to enter the draw, while reminding merchant establishments of their legal obligation to issue official sales bills for every transaction.
