Home Ministry Transfers 100 Staff, Reshuffles District Chiefs
Nepal's Ministry of Home Affairs has transferred 100 assistant-level civil servants and reassigned eight senior officials, appointing new Chief District Officers in three districts.
The Ministry of Home Affairs has executed a broad administrative reshuffle, transferring 100 assistant-level personnel across its departments and reassigning eight senior bureaucrats, including several Chief District Officers.
According to ministerial decisions endorsed on September 28 (Asoj 12), the bulk of the transfers involve non-gazetted first-class officers, commonly designated as naib subba or assistant officers. Reporting by Onlinekhabar and its English edition noted that the reshuffle primarily targets personnel stationed at District Administration Offices, detention centres, and immigration checkpoints. The outlets observed that most of the transferred junior staff have been reassigned to other positions within the same district.
Covering the sweeping administrative adjustment, DC Nepal reported that the home administration moved the 100 assistant-level civil servants simultaneously to enhance bureaucratic efficiency and ensure more reliable public service delivery across local administrative branches.
Alongside the adjustments among lower-tier civil servants, the ministry also rearranged senior leadership across several district administrations. Nagarik News reported that the ministry issued transfer and placement orders for eight gazetted first- and second-class officers under the same September 28 decision, changing the administrative leadership in Siraha, Gulmi, and Doti districts while recalling several incumbent administrators to the ministry.
Under the senior-level rotation, Shanti Raj Prasai, previously serving as the Chief District Officer in Pyuthan, has been assigned as the administrative head of Siraha. Two joint secretaries stationed at the ministry have also received field postings: Motiram Sapkota has been designated as the new Chief District Officer of Gulmi, while Tulasi Bahadur Shrestha takes charge of the district administration in Doti.
Concurrently, the ministry recalled several district administrators back to its central apparatus, Nagarik News reported. Binu Bajracharya Kunwar, the outgoing Chief District Officer of Ramechhap, and Janardan Gautam, the Chief District Officer of Kapilvastu, have both been recalled to the ministry as joint secretaries. In Doti, outgoing Chief District Officer Kalpana Ghimire Nepal has been reassigned to the central ministry in the capacity of under-secretary.
The administrative overhaul also touched Arghakhanchi's district administration. Under-Secretary Bhaktiram Marasini, who had been based at the central ministry, has been deployed as Arghakhanchi's Assistant Chief District Officer, replacing Netra Prasad Ghimire, who was recalled to serve within the ministry's central bureaus.
